SEC. 8. Powers and duties of the General Manager.— The duties of the General Manager shall be: To manage the affairs of the PVTA subject to the control and supervision of the Board of Directors; To submit within sixty days before the beginning of each fiscal year and annual budget to the Board of Directors; To appoint such subordinate officials and employees as may be necessary for the proper discharge of the duties and functions of the PVTA subject to the confirmation of the Board of Directors; To perform such other duties as may be assigned to him by the Board of Directors from time to time; To submit within sixty days after the close of the fiscal year an annual report to the President through the Board of Directors; and To attend all the meetings of the Board and participate in deliberations thereof but not to vote.
