Section 33

SEC. 33. Appointments of laborers and emergency or casual employees under lump-sum appropriations.—Except as otherwise specifically provided in this Act, chiefs of bureaus and offices shall sign and approve appointments o positions covered under the lump-sum appropriations in all government bureaus and offices authorized in this Act.
