SEC. 8. Qualifications for election to the barrio council.—Candidates for election to the barrio council: Must be a qualified elector and must have been a resident of the barrio for at least six months prior to the election; and Must not have been convicted of a crime involving moral turpitude or of a crime which carries a penalty of at least one year's imprisonment.
