Section 20

SEC. 20. Issuance of Certificate of Registration, for refusal of same.—The Commissioner of Civil Service and the secretary of the Board of Medical Examiners st sign jointly and issue certificates of registration to those who have satisfactorily complied with the requirements of the Board. They shall not issue a certificate of registration to any candidate who has been convicted by a court of competent jurisdiction of any criminal offense involving moral turpitude, or has been found guilty of immoral or honorable conduct after due investigation by the Board of Medical Examiners, or has been declared to be of unsound mind.
