SEC. 17. Article fifty-four of Commonwealth Act Numbered Four hundred and eight is hereby amended to read as follows: "ART. 54. Fraudulent Enlistment.—Any person who shall procure himself to be enlisted in the military service of the Philippines or in the Philippine Constabulary by means of willful misrepresentation or concealment as to his qualifications for enlistment, and shall receive pay or allowance under such enlistment, shall be punished as a court-martial may direct."
