Section 6

SEC. 6. Framework.—The Administrator and the Deputy Administrators shall, with the Administrator as Chairman and the four Deputy Administrators as members, constitute a Board which shall exercise all the powers, prerogatives, duties, and functions of the offices abolished by this Act.
