SEC. 2. Any provision of law to the contrary notwithstanding and subject to such rules and qualifications as may be prescribed by the Secretary of National Defense, the Secretary of National Defense may commission any person admitted to the practice of medicine in the Philippines to the rank of first lieutenant in the Medical Corps of the Armed Forces of the Philippines.
