SEC. 3. The sum of fifty thousand pesos is hereby authorized to be appropriated, out of any funds in the National Treasury not otherwise appropriated, for the operation and maintenance of the said hospital for the fiscal year nineteen hundred sixty-one: Provided, That no amount herein appropriated will be released unless the Secretary of Health certifies that a suitable hospital building is available. Such sums as may be necessary for its operation and maintenance in subsequent years shall be included in the annual General Appropriations Act.
