The city is not liable for damages.

Section 4

SEC. 4. The city is not liable for damages.—The city shall not be liable for damages or injuries to persons or property arising from the failure of the mayor, city councilor an other city officer, to enforce the provisions of this Act or any other law or ordinance or from the negligence said mayor, city council or any other city officer while enforcing or attempting to enforce said provisions.
