Section 16

SEC. 16. Departments.—There shall be a city engineer in charge of the engineering department; a city treasurer-assessor in charge of the finance department who shall appoint his deputy treasurers and other subordinate personnel; a city attorney in charge of the law department; and a chief of police in charge of the police department; as well as other officers as heads of other departments which may be established from time to time by ordinance duly enacted and approved by the Secretary of the Interior.
