SEC. 11. Research and Development.-The Board shall, in coordination with the National Science Development Board and similar agencies of the government, strive to promote research and development to improve efficiency in surveying and map-making. The Chairman is authorized to conduct development work for the improvement of surveying and cartographic methods, instruments and equipment.
