Section 17

SEC. 17. The rates for the telephone service, flat rates as well as measured rates, shall be subject to the approval of the Public Service Commission. The monthly rates for telephones having a metallic circuit within the limits of the poblacion of any city, municipality or municipal district in the territories covered by this franchise shall also be approved by the Public Service Commission.
