SEC. 3. The third paragraph of Section fifty-four of the same Act, as amended, is further amended to read as follows: "First Judicial District: At Santo Domingo de Basco, Province of Batanes, on the first Tuesday of March of each year. A special term of court shall also be held once a year in the Municipality of Ballesteros, Province of Cagayan."
