SEC. 28. Reports to the Mayor concerning schools.&mdashThe city superintendent of schools shall make a quarterly report of the conditions of the schools and school buildings of the city to the Mayor, and such recommendations as seem to him wise relative to improving the schools or school buildings of the city.
