SEC. 3. The Director of the Bureau of Fiber Inspection Service shall, subject to the approval of the Secretary of Commerce and Industry, organize its personnel in such divisions or sections as will insure efficiency: Provided, however, That there shall at least be divisions of inspections, export and license and general service.
