SEC. 19. Presidential Land Grant.&mdashThe provisions of any existing law to the contrary notwithstanding, the President, upon the recommendation of the Secretary of Agriculture and Natural Resources may, by donation, sale, lease or otherwise, grant to the Philippine Amateur Athletic Federation portions of the land of the public domain as may be necessary to carry out the purposes of this Act.
