When ordinance is to take effect.

Section 66

SEC. 66. When ordinance is to take effect.—Upon the expiration of thirty days from the date of the last pub-lication of the ordinance as finally approved, the same shall be effective in all respects, if no appeal therefrom is taken to the proper authorities in the manner hereinafter prescribed.
