Change of Government.

Section 88

SEC. 88. Change of Government.—The city government provided for in this Charter shall be organized upon the qualification of the City Mayor and the election of the members of the Municipal Board. Pending the next general elections for provincial and municipal officials, the offices of the members of the Municipal Board shall be filled by appointment of the President of the Philippines, with the consent of the Commission on Appointments.
