Section 89

SEC. 89. Election, of Provincial Governor and members of the Provincial Board of the Province of Samar.&mdashThe voters of the City of Calbayog shall be qualified and entitle to vote in the election of the Provincial Governor and the members of the Provincial Board of Samar.
