SEC. 8. The Administration shall transmit to the President of the Philippines and to Congress an annual economic report setting forth; the levels of employment, production and purchasing power generated by the projects undertaken by the Administration and such levels as may be needed to carry out the declared policy in Section two of this Act; current and foreseeable trends in the levels of employment, production and purchasing power; a review of the economic situation affecting employment in the Philippines; a progress report showing in detail the projects undertaken and the corresponding expenditure thereof; and a program for carrying out the policy together with such recommendations for legislation as it may deem necessary or desirable.
