Section 10

SEC. 10. Qualifications of Voters and Candidates.&mdashEvery citizen of the Philippines, twenty one years of age or over, able to read and write, who has been a resident of the barrio during the six months immediately preceding the election, duly registered in the list of voters kept by the barrio secretary, who is not otherwise disqualified, may vote or be a candidate in the barrio elections. The following persons shall not be qualified to vote: Any person who has been sentenced by final judgment to suffer one year or more of imprisonment, within two years after service of his sentence; Any person who has violated his allegiance to the Republic of the Philippines; and insane or feeble-minded persons.
