SEC. 26. Extent of applicability.&mdashNotwithstanding the provisions of any city charter to the contrary, the foregoing provisions shall be made applicable only to such barrios within the jurisdiction of chartered cities as were existing before the enactment of Republic Act Numbered Two thousand three hundred seventy.
