Section 14

SEC. 14 The rates for the telephone service, flat rates as well as measured rates, shall be subject to the approval of the Public Service Commission. The monthly rates for telephone having a metallic within the limits of the poblacion of the said municipality or the neighboring municipalities shall also be approved by the Public Service Commission.
