SEC. 9. This franchise is granted with the understands and upon the condition that; all lands together with a the property of the grantee found therein, or rights of use or occupation of lands secured by virtue of this franchise shall revert upon its termination to the national, provincial or municipal governments which were the owners thereof upon the date on which this franchise was granted.
