SECTION 1. The sum of six million pesos is appropriated annually, out of any funds in the National Treasury not otherwise appropriated, as aid to provincial, municipal and city governments to effect salary adjustments and/or increases for supervisors, teachers and other personnel in the public high schools being maintained and operated by such governments, as well as of supervisors, teachers and other personnel in the public intermediate schools being operated and maintained by city governments in accordance with the salary ranges prescribed by the Wage and Position Classification Office.
