Section 29
SEC. 29. Appropriations by the City Council.&mdashThe City Council shall make all appropriations for the expenses of the government of the city. Whenever the City Council fails to pass any appropriation ordinance for any fiscal year before the end of the previous fiscal year, the appropriation ordinance for such previous fiscal year, shall be deemed reenacted, and shall go into effect on the first day of the new fiscal year as the appropriation ordinance for that fiscal year until a new appropriation ordinance is duly enacted.
