Section 2
SEC. 2. The said reception center shall have the following functions: (1) To provide a system of community care and social and consultative services essential to the needs of children, adolescents, adults and transient destitute families and promote their social well-being; (2) To provide and attend to the needs and extent aid to destitute transient families; (3) To establish the necessary facilities to carry out said activities; and (4) To carry out such other functions aid implement such programs and activities as the Social Welfare Administration may direct.
