SECTION 1. Declaration of Policy.&mdashRecognizing the importance of the dairy industry on the development of the national economy, it is hereby declared to be the policy of the Government of the Philippines to promote and encourage the development of the dairy industry so as to achieve self-sufficiency, at least, in milk and dairy products and to improve the health and standard of living of the people.
