SEC. 29. Maintenance of schools and school buildings.—The City Superintendent of schools shall make a quarterly report of the condition of the schools and school buildings of Manila to the Mayor, and such recommendations as seem to him wise in respect to the number of teachers, their salaries, new buildings to be erected, all other similar matters, together with the amount of city revenues which should be expended in paying teachers, and improving the schools or school buildings of the city. The care and custody of school buildings by the department of engineering and public works, and its supervision of the construction and repair of schoolhouses ordered by the Board, shall be subject to the provisions of law governing public schools.
