Section 4

SEC. 4. Section six of the same Act is hereby amended to read as follows: "SEC. 6. On or before the fifteenth of the second month after the opening of regular classes of each year, the Board of Trustees shall file with the President of the Philippines a detailed report, setting forth the programs, conditions, and needs of the Institute."
