SEC. 2. Such sums as are necessary to implement this Act in fiscal year ending June thirty, nineteen hundred sixty-four, are hereby appropriated from the savings of the bureaus and offices mentioned in Section one of the Act. Thereafter, the necessary funds for the purpose shall be included in the annual General Appropriations Act.
