SEC. 3. The Commission shall be authorized to organize an administrative and research staff, to be headed by an executive secretary, and to fix the qualifications and requirements for the positions to be created and their corresponding salaries. The Commission shall appoint the executive secretary upon nomination by the Chairman and the Chairman shall appoint the rest of the personnel that may be deemed necessary to carry out the work of the organization, subject to the approval of the Commission. Not more than thirty per cent of the funds available to the Commission, at the time an annual budget as prepared, shall be devoted to administrative purposes.
