SEC. 3. There is hereby authorized to be appropriated annually for a period of ten years, in lieu of the funds being appropriated for the Bureau of Lands government trainees studying in the University of the Philippines, out of any funds in the National Treasury not otherwise appropriated, the sum of seventy-five thousand pesos to constitute the Geodetic Engineering Scholarship Fund and to carry into effect the purposes of this Act.
