SEC. 2. The Commissioner of the Budget and the bureau head or chief of office concerned are hereby authorized, with the approval of the President, to segregate immediately the appropriations, personnel, books, records, equipment, and other property provided for the present accounting offices and to determine those which shall be transferred to the Budget Commission.
