SEC. 9. Paragraph (c) of Section sixteen of said Act is hereby amended to read as follows: "(c) Receipt or payment of bonuses to directors, officers or employees if such bonuses are based on the profits and not on the volume or number of loans made or on the interest or fees collected thereon."
