SEC. 18. Appointment and removal of officials and employees.—The President of the Philippines shall: appoint, with the consent of the Commission on Appointments, the judges of the court, the city engineer, the city fiscal and his assistants, and the city superintendent of schools. Said officers shall not be suspended nor removed except in the manner and for cause provided by law. The city treasurer, the city health officer, the chief of police, the chief of the fire department, the city assessor, the heads of any such city department as may be created, and all other officers and employees of the city whose appointments are not otherwise provided for by law shall be appointed by the Mayor upon recommendation of the corresponding city department head in accordance with the Civil Service Law, and they shall be suspended or removed in accordance with said law.
