SEC. 3. Duties, Functions and Responsibilities of Heads of Public Works Engineering Districts and the Regional Supervisors.—The duties, functions and responsibilities of heads of public works engineering districts, as well as the three regional supervisors, shall be prescribed in detail in an administrative order or regulation, not inconsistent with this Act, to be issued by the Director of Public Works with the approval of the Department Head.
