Section 19
SEC. 19. Appointment and removal of officials and employees.—The President of the Philippines shall appoint, with the consent of the Commission on Appointments, the city judge and auxiliary city judge, the city treasurer, the city engineer, the city fiscal and his assistants, the city health officer, the chief of police, the chief of the fire department, the city assessor, the city architect, the city superintendent of schools, the register of deeds, and other heads and their assistants of such city departments as may be created. They shall be removed or suspended only for cause as provided by law. All other officers and employees of the city whose appointments are not otherwise provided for by law or this Charter shall be appointed by the Mayor in accordance with the Civil Service Law and they shall be suspended or removed in accordance with the said law.
