SEC. 7. To provide physical facilities for the Institute, such as buildings, laboratories, pilot plants, fishponds, fishing boats, etc., the sum of two million pesos is hereby authorized to be appropriated out of any funds in the National Treasury not otherwise appropriated. Thereafter, an annual appropriation of such sums as may be necessary shall be included in the annual General Appropriations Act for the operation of said Institute.
