SEC. 8. The City Vice-Mayor.—There shall be a vice-mayor who shall be chosen in the same manner as the City Mayor, and shall possess the same qualifications as that of the City Mayor. He shall perform the duties and exercise the powers of the City Mayor in the event of the death, sickness, absence or other temporary incapacity of the incumbent, or in the event of a permanent vacancy in the position of City Mayor. If for any reason, the Vice-Mayor is temporarily incapacitated for the performance of the duties of the City Mayor, or said office of the Vice-Mayor is vacant, the duties and powers of the City Mayor shall be performed and exercised by the councilor who obtained the highest number of votes during the election for members of the City Council. The Vice-Mayor shall be the presiding officer of the City Council with no right to vote except in case of tie, and shall perform such other duties as may be assigned to him by the City Mayor or prescribed by law or ordinance. He shall receive a compensation of four thousand two hundred pesos per annum.
