SEC. 4. With the approval of the Secretary of Agriculture and Natural Resources, the Director of Forestry shall issue such rules and regulations as may be necessary to carry out the provisions of this Act, including regulations prescribing the annual fees for the permits to be granted thereunder, which shall be graduated on the basis of the output of the sawmills and which shall in no case exceed one thousand pesos for any permit.
