SEC. 3. The governing body of the Institute shall be the Board of Trustees of the Northern Mindanao Institute of Technology. The Board shall be composed of the Secretary of Education, who shall be the Chairman, the Chairman of the Committee on Education of the Senate, the Chairman of the Committee on Education of the House of Representatives, the Director of Public Schools, the Director of Vocational Education, the President of the Institute and the President of the Northern Mindanao Institute of Technology, as members. In the absence or inability of the Secretary of Education, or in the event that there is no incumbent Secretary of Education, the Undersecretary of Education shall act as the chairman of the Board of Trustees. When both the Secretary and the Undersecretary of Education are unable to exercise the powers of the chairman of the Board of Trustees, the members of the Board may elect from among themselves a temporary chairman who shall act as chairman of the Board of Trustees. The Trustees of the Institute shall serve without compensation other than actual and necessary expenses incurred in attending meetings of the Board or other official business authorized by resolution thereof.
