SEC. 79. Publication of proposed ordinance levying special assessment.—The proposed special assessment ordinance shall be published, with a list of the owners of the land affected thereby, once a week for two consecutive weeks in any newspaper published in the city, one in English or Pilipino language, and one in the local dialect and in default of such paper, in any newspaper of general circulation in the city. The said ordinance in English or Pilipino language and the local dialect shall also be posted in places where public notices are generally posted in the city and in the district or section where the public improvement is to be constructed. The Secretary of the City Board, .shall, on application, furnish a copy of the proposed ordinance to each land owner affected, or his agent and shall, if possible, send to all of them copies of said proposed ordinance by ordinary mail or otherwise.
