Section 24

SEC. 24. General Manager: Appointment and Qualification of.—In addition to the qualification for Director set forth in Section Nineteen of this Act, no person shall be appointed General Manager unless he be of known executive competence and experience in the field of public administration or the management of agricultural, industrial, or commercial enterprises. The General Manager shall be appointed by a majority vote of the Board o Directors. He may or may not be a member of the Board: Provided, however, That the General Manager appointed who is not a member of the Board shall be ex-officio member of the Board and shall be entitled to all the privileges of a member of the Board, except t right to vote.
