SEC. 7. Section 8 of the same Act is hereby renumbered as Section 11 and Section 9 renumbered as Section 12 and amended to read as follows: "SEC. 12. Publication of application for registration.—Within two days from approval or disapproval of any application for registration, the election registrar shall post a notice in the municipal building giving the name and address of the applicant and the date of the application and the action taken on the application and shall serve a copy thereof by registered special delivery mail or by personal delivery on the beads or representatives of national political parties in the city, municipality or municipal district."
