SEC. 3. The ceramics processing plant shall be headed by a chief ceramics technologist and shall have such personnel as may be necessary. They shall be appointed by the Chairman of the National Science Development Board, upon recommendation of the Commissioner of the National Institute of Science and Technology and subject to the approval of said Board. The Chief Ceramics Technician shall be responsible for the effective and efficient operation of the ceramics processing plant. He shall be under the operational direction and supervision of the Commissioner of the National Institute of Science and Technology.
