Section 1
SECTION 1. Subject to the conditions imposed in this Act, there is granted to Pacific Associates Corporation, its successors or assigns, for a period of twenty-five years after the approval of this Act, the right, privileged and authority to construct, maintain and operate an ice plant and cold storage along the Pasig River in the City of Manila and the Suburbs for the purpose of manufacturing ice and ice flakes and/or ice tubes for fishermen and the cold storage for the preservation of fish catch and others and to sell and distribute the ice and ice flakes and/or ice tubes so manufactured and render cold storage services and facilities and to charge and collect a schedule of rates and prices for the ice so manufactured, distributed and sold, which schedule of rates and prices shall at all times be subject to regulation by the Public Service Commission.
