SEC. 3. The different departments, agencies and subdivisions, as well as government-owned or controlled corporations of the Philippine Government are hereby authorized to utilize savings from any item or items of their appropriations to cover fees and other necessary expenses as may be required of their scholars attending the academic programs of the College.
