SEC. 2. A special right is hereby reserved to the President of the Philippines to authorize the temporary use and/ or operation of the grantee's motor vehicles by any office of the Government, upon the payment of just compensation, during periods of extreme emergency and in time of war, rebellion, calamity or public peril.
