SEC. 3. In pursuance of its projects and activities in teaching, research and extension services, the Institute may avail itself of the other services, facilities, equipment and research materials of any government and 'or private agencies or offices. The Institute may likewise undertake joint or cooperative research and extension projects with other government and private agencies.
